You have to create an empty database with a database user who has “All Privileges.”

Then you have to Unzip the SugarCRM software package into you directory of choice in you web server document root. For example, you could create a sugarcrm directory and have your URL be http://localhost/sugarcrm/index.php

And you are ready to run SuagrCRM installer by typing http://localhost/sugarcrm/index.php. This will redirect you to the installer for the first time.

All then you have to just follow the installation steps.
